        Driving License Application

        A foreign national who resides in Wuhan may apply for a driving license from the vehicle administration division of Wuhan Traffic Management Bureau.

        1. A foreign national without a foreign driver's license should present the following documents when applying for a Chinese driving license for the first time:

        (1) Identity document. For a foreign national, the identity document refers to the passport or other travel documents with which he or she has entered China, a valid visa or residence permit allowing the holder to remain in China for at least 3 months, and a residence registration certificate issued by the public security organ. For a staff member of a foreign diplomatic or consular mission in China, or of a representative office of an international organization in China, the identity document refers to a valid identity document issued by the Ministry of Foreign Affairs;

        (2) A certificate of physical fitness issued by a medical organization at or above the country or regiment level.

        Upon the approval of the vehicle management division, the applicant shall sign up for a driver training school. After the training course and test, he or she will be granted a driving license by the vehicle division if eligible.

        2. A foreign national holding a foreign driver’s license should present the following documents in order to apply for a Chinese driving license:

        (1) Identity document. For a foreign national, the identity document refers to the passport or other travel documents with which he or she has entered China, a valid visa or residence permit allowing the holder to remain in China for at least 3 months and a residence registration certificate issued by the public security organ. For a staff member of a foreign diplomatic or consular mission in China, or of a representative office of an international organization in China, the identity document refers to a valid identity document issued by the Ministry of Foreign Affairs;

        (2) A certificate of physical fitness issued by a medical organization at or above the country or regiment level;

        (3) The original and Chinese translation of his or her valid foreign driver’s license.

        Upon the approval of the vehicle management division, the applicant shall take a test concerning traffic rules and regulations. For driving license applicants of large bus, towing tractor, medium bus and large truck, the real-road driving skill test is also required. The vehicle administration division will issue a driving license if the applicant passes the test.
